The first priorities are liquidity, worker and process safety, statutory compliance and customer continuity. Once those are protected, leaders can recover throughput, quality and delivery by attacking the true constraint and removing recurring losses. Every initiative should connect operational evidence to cash timing, sustainable earnings, capex, liabilities and stakeholder commitments.

Stabilise before trying to optimise

Distress often encourages dangerous shortcuts: postponed inspections, depleted critical spares, excessive overtime, unapproved material substitutions or production beyond consented limits. These actions may create short-term dispatches while increasing the probability of injury, breakdown, rejection or regulatory interruption.

Establish non-negotiable controls for safety-critical defects, environmental permissions, payroll, statutory payments, insurance, secured assets and customer-critical quality. Use competent specialists for immediate hazards or legal breaches. A lender standstill or shareholder mandate does not authorise unsafe or unlawful operation.

At the same time, build a daily cash view inside a rolling 13-week forecast. Identify unrestricted cash, blocked accounts, borrowing availability, receipts, payroll, tax, utilities, critical suppliers and essential maintenance. EBITDA is not cash flow: production growth can consume material, labour and receivables before collections arrive.

Define the loss in one operational bridge

Reconcile orders, production, dispatch, revenue and cash. Compare current performance with a credible reference period and separate losses into:

  • demand and product mix;
  • material availability and supplier failure;
  • scheduled time, changeovers and labour coverage;
  • breakdown and maintenance loss;
  • speed or cycle-time loss;
  • scrap, rework and customer rejection;
  • finished-goods release, logistics and collections.

Use consistent definitions and source records. ISO 22400 offers an industry-neutral framework for manufacturing KPIs, but the team must still confirm local data boundaries. A plant-wide average can hide a saturated constraint or an idle non-bottleneck line.

Do not let debate over perfect data delay control. Publish the best reconciled baseline, label estimates and assign owners to close material gaps. Confidence should improve each week.

Find and protect the cash-generating constraint

Follow the value stream from order acceptance to collection. Identify the resource that currently limits saleable, collected output: a machine, tool, inspection step, skilled crew, material, utility, permit or customer approval. Then calculate contribution per unit of constraint time, subject to contractual and strategic considerations.

Protect the constraint with reliable input, planned maintenance, quality-at-source and a controlled schedule. Remove avoidable changeovers and waiting. Ensure upstream processes do not flood it with defective work-in-progress and downstream functions can release and dispatch output.

More utilisation is not always better. Running unprofitable or uncollectable orders can consume scarce material and cash. Commercial, finance and operations teams should agree the order book based on contribution, cash timing, customer risk and capacity.

Recover quality at the source

A turnaround cannot inspect its way out of unstable processes. Identify the few defect families driving scrap, rework, holds and complaints. Establish containment first, then verify root cause across material, method, machine, measurement and people. Track recurrence, not merely closure of corrective-action forms.

Reconcile the cost of poor quality across scrap, rework, sorting, premium freight, credits, warranty and lost production. If a defect threatens safety or regulatory conformity, stop and obtain the required technical decision. Customer communication should be accurate and controlled; promising an unsupported recovery date can deepen the crisis.

Restore reliability without starving maintenance

Separate critical catch-up work from routine maintenance and growth projects. Review overdue inspections, repeat failures, temporary repairs, shutdown deferrals and obsolete controls. Rank work by safety, compliance, bottleneck impact and recovery time.

A turnaround budget should not cut every maintenance line equally. Deferring work on the constraint or protection systems can destroy more cash than it saves. Conversely, non-critical projects may be paused to fund critical spares and targeted repairs. ISO 55001's lifecycle approach—balancing asset performance, risk and expenditure—supports this discipline.

Estimate full cash and downtime for repair or replacement, including installation, validation and ramp. Avoid counting the same reliability problem as lower output, higher expense and full replacement capex without an integrated bridge.

Release working capital carefully

Inventory reduction is often the fastest visible cash lever, but indiscriminate cuts can stop production. Segment raw material, WIP, finished goods and spares by criticality, demand, quality and disposition. Cancel or defer purchases only after checking contractual commitments and constraint needs.

Accelerate conversion of saleable WIP, resolve quality holds and obtain customer releases. Pursue overdue receivables through dispute resolution, correct documentation and agreed collections ownership. Negotiate supplier terms transparently; delaying payments without communication can push fragile suppliers into failure or create statutory exposure.

Measure working-capital cash released and the operational consequence. A reduction created by unpaid essential suppliers is not a sustainable improvement.
